Job Training and Economic Recoveries?

Has job training ever been useful in economic recoveries? This WSJ opinion article seems to say no. Is there evidence to counter this? "What Job Training Teaches, Bad Work Habits."

  1. In the economic history, the job training programs have not been useful as expected. Congress throw out this kind of programs each decade and enact new ones. Survey and data prove that there is no meaningful statistics on the effectiveness of these programs. Job training can improve men’s skills but cannot increase opportunity of being employed in the current economy.
However, job training can help today’s workers in the increasingly diverse and the high-tech job market. In some cases, it can move someone from being reliant on government aid to becoming self-sufficient which will help economic recoveries somehow.
